Ocean Winds
About
An offshore wind company headquartered in Madrid and owned 50-50 by EDP Renewables and ENGIE, set up as the exclusive vehicle through which both parents invest in offshore wind worldwide. That keeps the two parents from bidding against each other for the same seabed. It builds both bottom-fixed and floating farms: Yeu-Noirmoutier off France reached full operation in April 2026, the EFGL floating farm reached full power in July 2026, and in 2026 it began surveying the site of its proposed High Sea Wind project off Australia. In the US it agreed in April 2026 to settle claims over its Bluepoint Wind and Golden State Wind leases in return for reimbursement.
Outlook
as of 2026-10Ocean Winds launched in July 2020 as a 50/50 offshore wind joint venture between EDPR and Engie, and remains both parents' exclusive vehicle for offshore wind. The early years delivered Moray East (950 MW) and Moray West (882 MW) in Scotland, the ScotWind Caledonia award and Australia's first offshore wind licence. The arc turned in 2025: OW had booked a $276m impairment on its US projects in December 2024, Trump's executive order froze SouthCoast Wind (2.4 GW), and Bloomberg reported EDPR exploring a sale of its stake. In 2026 the story is delivery and retrenchment rather than exit. Yeu-Noirmoutier reached full operation, BC-Wind in Poland entered construction on around EUR 2bn of project finance, and EDPR put EUR 307m of new equity into the venture. OW settled its Bluepoint Wind and Golden State Wind leases for reimbursement, returning about $0.2bn to EDPR. EDPR now describes OW as focused on its existing European projects with limited near-term capital needs, while OW points to Belgium, the Netherlands and Germany for growth.

- EDPR investor presentation June 2026
EDPR describes Ocean Winds as focused on execution of its existing European projects, with about 3 GW gross in operation by 2026, long-term pipeline optionality after 2030 and limited additional capital needs in the short term, and a partnership model that keeps net exposure and funding disciplined.

EDPR made a capital increase of EUR 307.4m in OW Offshore S.L. in the first half of 2026, and its loans to Ocean Winds rose to EUR 728m at 30 June 2026 from EUR 537m at the end of 2025.
Hafrok summary source → - EMYN full operation and EFGL first power
“These achievements highlight our ability, through Ocean Winds, to industrialize complementary technologies — fixed-bottom and floating — and to master the entire value chain, relying on a mature supply chain, strong partnerships and long-term territorial roots.”
Paulo Almirante, Senior Executive Vice President, Renewable & Flexible Power, ENGIE source → - EDPR 1Q26 results call
“What is agreed is that these investments will be carried out by our partners in those two projects. And therefore, there will be no direct involvement of Ocean Winds or EDPR in those investments.”
Rui Teixeira, CFO, EDPR source → - EDPR 1Q26 results call
Asked about SouthCoast Wind, EDPR's CFO described it as probably the most advanced offshore project in that part of the US, well advanced on permitting and interconnection, said the project continues to be hibernated, and said all options are being explored.

Hafrok summary source → - Bloomberg interview post-Big Beautiful Bill
“The situation has become much more stable. There was a lot of uncertainty, certainly at the beginning of the year, in terms of the policies. Now at least we have visibility, with the Big Beautiful Bill. We need a stable legislative framework to be able to invest, and I think that's what we're looking for.”
